On October 3rd 2008 the United States congress passed the Emergency Economic Stabilization Act. This allowed owners of wind turbines which are 100kw or smaller to claim 30 per cent of the total installed cost of the system, not to exceed $4,000, according to The American Wind Energy Association. Fast-forward just five months to Febuary 17th 2009 and President Obama signs The American Recovery and Re-investment Act.
